Title: Panel's overlays each other

How can I put one panel overlay to another panel ?by Depth? by Render Q ? Or any other way ? The result I want is to make one panel on top of any other panel.

Set depth on the panel to something high and it will be on top of every panel with lower depth. (UNLESS: you have multiple cameras, where the camera depth is the top most layering.)
