Title: Scroll View (Panel). Please help!

Hi all!
I have some problem with Scroll View(Panel)
If in the list of more than three items works well!
if have three  items scrolling doesn't work   :( 
When dragging stops scrolling!

I use Unity 3D 3.5.7 and NGUI 2.2.7c.

"Disable drag if fits" is an option on the draggable panel.
