Title: Draggable Panel scrolling

Is it possible to Scroll content not only horizontal and vertical using  Draggable Panel? For example  like red arrow?  I rotated parent object, but all content still is scrolling vertically...

Mouse is 2 dimensional, so how would you control the 3rd dimension? So the short answer is no.
