Target.AllSaved - what gets saved? the last one or everything?

If I send something with Target.AllSaved, will every single packet get saved and sent to someone who joins later, or will he only get the newest one?

Only the latest. Think of it as setting some variable's value. It doesn't matter if you set it 1000 times. The last value will simply overwrite the previous, so there is no need to remember the other 999.
