Scaling Style - Manual "Width"

Hi!
I bet this is answered before but I cant find it. :-( I have attached a picture showing what effect I am looking for. I dont know how to set this up? Maybe it is not possible. Maybe they have done two seperate GUI systems för cater for the different aspect ratios?
I would really appreciate an answer. Thanks!

Easy.
Make three panels:
Top, Center, Bottom.
Attach a UIAnchor on each, set them to have their pivot to Top, Center, Bottom respectively.
Create each part of your UI within those panels.
Set your UIRoot to PixelPerfect.

Could you tell me , how can i set UIRoot to PixelPerfect, if in NGUI 2.3.6a doesn't have this feature ?

It's a drop-down on the UIRoot.
