Is Publishing a game with a NGUI free version allowed?

The title states it all, I'm a complete newcomer in Unity3D and many people are recommending NGUI, But I can't really afford the paid version for I'am just a student. Is it okay to publish games using the free NGUI? Or is it only for testing purposes and you need to buy a license to use it commercially?

As long as you qualify to use Unity Free, you can use NGUI 2.7.0 without any restrictions.
