hi, this is a bit of a long shot and i expect i'll have to rethink.
i know broadcastlan works local, and i guess i am local but kind of not when tethering. the ip of tethered devices on android isn't the same as the ip of phone (its some range android has made up), my other devices are tethered to it, but no lan joy.
anyone come across this and got boadcastlan to work regardless?

I'm pretty sure you won't be able to get LAN access when tethering. Tethering just means you're going through another computer to get to the network. You can't actually see the network itself. You're basically behind an extra firewall that way.

can an app receive connections (server) and also connect to a server at the same time?
'first' (client) connects to 'second' (server), second also connects to 'third' (server).
when i try the 'second' doesn't seem to see 'first' only 'third'.

Yeah, you can. The server runs in a stand-alone thread. All clients need to be on different devices though, or at least use different ports.

I have something like that.
On Mac/Windows/iPhone/Android everything works fine, anyone can be server AND client.
The only thing that's not working is your case. If a device share its connection so that other people connects to it, it does not work.
But I think this particular device can be used as a hotspot for others. So one Android phone will tether its connection, and every other will connect via Wi-Fi to it. The other players will be able to play in LAN mode, but not the Android phone that is tethering. (I think I'm right, but don't remember if it's working like that :D)
