Highly doubtful. Though it might not be too hard for a user to do by hand with some familiarity with both. An auto converter would require both NGUI and uGUI to use nearly the same interfaces, which they do not, AFAIK.

It would be possible to convert the layout of your widgets and such, but nothing beyond that. The two systems diverged drastically over the past year.
