Alpha on scroll view

I am trying to add an alpha overlay over top of my patterns scroll view here:

But when the alpha overlay is enabled, when I scroll below or above the items, it does not spring back to the beginning scroll position.  When disabled, it works again.

I need the alpha overlay to stay in one position, so it created a fading effect near the top and bottom of the scroll view panel.

I also tried a different solution, which is to put the alpha on another panel outside the scroll view panel.  Even though the alpha panel has a greater depth than the scroll panel, the alpha is not shown in the game window.  It shows on the scene window though.

If it shows in the scene view but not in the game view, then you likely messed up the layers. Check the object's layer.
