connection over 3g

Is it possible to host a server and to connect to it through 3g network? (android - android device)

to be honest i am confused a bit about this. you sound like it is the easiest thing to grasp.
i guess that i should use external adress to connect to this server anything else that is needed to do differently
from wlan/lan connections?
