Is there any way to estimate if I'm about to reach that cap? Is this cap fixed regardless the map- and empire-size?

Hi,

I read in the tips-thread, that

When you have a lot of stars, turn off production on the far-away stars by tapping/clicking on them (this removes the arrow). This makes ships get created closer to the front lines.

Does this mean, with more planets my production-value (ships per seconds) increases, but only planets with arrows are producing. So less producing planets mean those still producing produce ships faster? Is there any manual or explanation how production works in detail?
