Draw Calls not reduce while UIPanel move out of camera

I find that move a UIPanel out of camera won't reduce the draw calls. Isn't it should be not rendered when out of camera?
I heard that GameObject.SetActive() method is heavy, so I want to use Frustum Culling by move it out of camera. Any suggestion?

Why not set the alpha to 0?

If you disable your camera I think it could work. Check if you don't have another Camera filming the UI(check the layers especially)
