Localization is only working on windows

I've created a csv file that is only working with windows. Not even on my mac, iOS devices and Android devices. Do you have any suggestion about what is happening with my file?

Rename it to TXT. Unity likely doesn't recognize it.

That is not he problem. it reads the file.

If it reads it, then what's the issue? You said "it's only working on windows". So which part doesn't work then?
