2 Problems from a new user

Iv searched around for these issues but i did not see anything.

1. I have a panel that has clipping, the pink clipping gizmo is shown, but the clipping happens before exiting the gizmo, the size of the clipping rect and the size of the gizmo seem completely different. The clipping is set to Hard, not soft, so that is not the issue i am seeing.

2. For some reason my Widget Tool will refuse to add Widgets to a panel, this seems to happen after i have changed the panel scale, i don;t understand what is happening, it only lets me add Widgets to the anchor and then i have to manually drag them to the panel.

Panel's scale must be (1, 1, 1). If you mess with its scale (or scale the parent non-uniformly, say (1.23, 1, 1)), you will have issues.

The reason the widget tool is refusing to add widgets is the same reason your clipping is broken. Uniform scaling is a must. It's a Unity issue with how it passes some parameters to the shader.
