Set priority of overlapping controls

Given no other way to determine when a collection of controls hasn't been pressed other then to intercept all presses elsewhere, I've had the cunning plan of putting my pop-up selector on a screen-filling widget so everything not in the scroll graphic counts as a press outside of the selector and I can retract. However, other controls gain precedent over the on-top (as determined by level) collider.

What's the way to raise the priority of widget's so their controls overlap all others?

It's all based on depth, but panel depth takes precedence over widget depth.

Okay, I've got the scrollview in a panel which'll be what's messing me about.
