Does the Atlas texture files size has to be 4096 pixel ?

When I build the atlas, the generated texture will be 4096 pixel automatically, does it the build in setting and how can I revised as I want it to be smaller to save the file size and memory.

It's not 4096. The maximum size is 4096, meaning it can go up to 4096, not that it is. The size of the texture can be determined by selecting it. It's at the bottom of the preview image.

When I change the max size for the atlas, there is erro message tell me.

Texture import error [Assets/Level01/CarGeerUI/Atlas/OpenRecords/OpenRecordAtlas.png]: Texture import error: Assets/Level01/CarGeerUI/Atlas/OpenRecords/OpenRecordAtlas.png
UnityEditor.DockArea:OnGUI()


And can I change the max size for the atlas texture ?

NGUI doesn't change import settings for textures. Do you have another package that does?

NGUI only alters settings for textures that are used by the Atlas Maker tool at the time when you create the atlas.
